Governor signs renewable-energy mandate

Firefighter unions among new laws

DENVER – Gov. John Hickenlooper signed a law allowing some unionization rights for firefighters Wednesday.
He had threatened to veto an earlier version.
It was among more than 50 bills he signed Wednesday when he wrapped up action on the most consequential and controversial legislative session in memory.
Senate Bill 25 leaves it to local voters to decided whether firefighters can bargain for pay and benefits through a union. But it allows paid firefighters — not volunteers – to have union representation for workplace issues, as well as the right to take their grievances directly to their city council.
The Colorado Municipal League and several fire departments, including Durango’s, argued against the bill.
“This new law upends local control and municipal home rule authority in a manner unprecedented in recent memory. We respect and honor the work of the men and women who valiantly serve our communities as firefighters. That isn’t the issue,” said CML Executive Director Sam Mamet.
Hickenlooper said the new law will not set a precedent for unionizing other local employees. Firefighters are unique in that they offer mutual aid across the state, which makes their needs a matter of statewide concern, he said.
Other notable bills signed Wednesday:
Crimes against pregnant women: House Bill 1154 adds criminal penalties for assaulting a pregnant woman. Democrats sponsored it after defeating an earlier bill on the same topic that was backed by the anti-abortion personhood movement.
Tax credits: SB 1 creates a pair of tax credits, worth more than $100 million, for low-income Coloradans. The benefits will take effect only if the state’s budget grows.
Domestic violence and guns: SB 197 requires certain people charged with domestic violence crimes to surrender their guns.
Air tankers: SB 245 creates an aerial firefighting division of the state government, but its only task will be to write a report to see if the state should spend money to buy its own planes next year.
