The San Juan National Forest plans to cutback on services at trailheads, restrooms and boating docks to reduce costs.
Proposed changes

Here is a partial list of some of the more substantial changes proposed for the San Juan National Forest.
Little Molas Dispersed Campground: Initiate overnight camping fees, limit season from Memorial Day to Labor Day. If not viable, restrooms in campground would be removed and the toilet at the Colorado Trail would be cleaned only once a week.
Andrews Lake Fishing Site: Limit season from Memorial Day to Labor Day, eliminate trash service and reduce cleaning of toilet to once a week.
Lower Hermosa Trailhead/Dispersed Campground: Initiate fees, develop formal campground, install new toilet.
Junction Creek Trailhead: If volunteer partnership dissolves, remove toilet.
Dry Canyon Fishing Site: Remove toilet.
House Creek Campground: Close “excess” camping sites. Reversible if occupancy rates increase over time.
Upper Hermosa Trailhead: Reduce cleaning of site to once a week, potentially remove restroom, tables and grills.
Molas Pass Interpretive Site: Remove toilet.
South Mineral Dispersed Camping Areas: Initiate fees, close camping sites in flood plain, reduce season from Memorial Day to Labor Day.
Coal Bank Interpretive Site: Remove toilet.
Animas Overlook Picnic Site: Remove toilet.
Sage Hen Fishing Site: Remove toilet if volunteer partnership dissolves.
Ferris Campground: Close without demolishing or removing facilities.
