Iran agrees that in accordance with the Joint Comprehensive Plan of Action (JCPOA) under no circumstances will Iran seek, develop or acquire nuclear weapons.
Successful implementation of this JCPOA will enable Iran to fully enjoy its right to nuclear energy for peaceful purposes under the relevant articles of the nuclear Non-Proliferation Treaty (NPT) in the same manner as that of any other non-nuclear-weapon state party to the NPT. This JCPOA will produce the comprehensive lifting of all UN Security Council sanctions as well as multilateral and national sanctions related to Iran's nuclear program, including steps on access in areas of trade, technology, finance and energy.
The Joint Commission
A Joint Commission of the E3/EU+3 and Iran will be established to monitor the implementation of this JCPOA. The International Atomic Energy Agency (IAEA) will be requested to monitor and verify the voluntary nuclear-related measures as detailed in this JCPOA. The IAEA will provide regular updates to the Board of Governors and the UN Security Council.
Iran's commitments
Iran will: reduce total centrifuges from about 20,000 to 5,000; not produce weapons-grade fissionable material; convert reactors and research facilities to medical and nonmilitary scientific research programs; export all spent fuel rods for 15 years; and permit IAEA to monitor U238 ore for 25 years. About 130 to 150 IAEA inspectors will monitor Iran's compliance with the JCPOA for 15 years including daily access rights. Iran will only engage, with any other country, or with any foreign entity in enrichment or enrichment-related activities, including related research and development activities, following approval by the Joint Commission.
Finalization Day
Schedule: Finalization Day occurs when the E3/EU+1 and Iran endorse the JCPOA. Adoption Day (AD) will occur 90 days after the endorsement of this JCPOA by the U.N. Security Council. Implementation Day will occur upon the IAEA-verified implementation by Iran of: nuclear-related measures as specified in Annex I; and the EU, U.S., and U.N. cease or terminate the applicable sanctions, resolutions, and regulations on Iran. Transition Day will occur eight years from Adoption Day or when the IAEA has reached the Broader Conclusion that all nuclear material in Iran remains in peaceful activities. UN Security Council resolution Termination Day will occur in accordance with the terms of the UN Security Council resolution endorsing the JCPOA, which is 10 years from Adoption Day, provided that the provisions of previous sanctions have not been reinstated.
These terminations described are without prejudice to other JCPOA commitments that would continue beyond such termination dates.
Rubio's misleading read
Presidential candidate Marco Rubio's statement that the inspection system will require arbitration over a 24-day period or longer and can delay inspections is misleading. He is referring to a special case in Annex 1, Section Q. Access concerning "undeclared nuclear activities or materials. . If Iran's explanations do not resolve the IAEA's concerns, the Agency may request access to such locations for the sole reason to verify the absence of undeclared nuclear materials and activities or activities inconsistent with the JCPOA. Iran may propose to the IAEA alternative means of resolving the IAEA's concerns. If the two sides are unable to reach satisfactory ar-rangements to verify the absence of undeclared nuclear materials and activities or activities in-consistent with the JCPOA at the specified locations.the members of the Joint Commission, would resolve the IAEA's concerns through necessary means agreed between Iran and the IAEA." The IAEA and Joint Commission must conclude the process within 21 days. Iran must allow inspections within three days of the decision.
