At the regular Rico Town Board meeting held on Nov. 14, under New Business Town Clerk Linda Yellowman stated that the town needs to update the signature cards for all the funds. The Town Board was in favor of renewing the signature cards with Dolores State Bank.
The Approval of Liquor License Renewal Application for MotherLode/David Fabian was presented. With no further discussion the Town Board approved the renewal application for MotherLode/David Fabian as submitted.
The Consideration of 2nd Reading for Ordinance No. 2012-1, an Ordinance of the Town of Rico, Colorado, Amending Rico Municipal Code, Chapter 11, Section 1 Regarding Animals. After a brief discussion and comments were heard from the audience the Town Board approved the 2nd Reading for Ordinance No. 2012-1 as presented.
An Executive Session: CRS Section 24-6-402 (4) (e) To Discuss Items to Negotiation - Geothermal was approved by the Town Board.
Out of executive session at 8:15 p.m., the meeting was called back to order.
Mayor Gregg Anderson requested the town donate $100 toward a new Santa suit. The Town Board agreed to donate $100 for a Santa suit.
A suggestion was made that the town board meeting can be rescheduled to the 2nd Wednesday and the response was no.
There was a special town board meeting to approve the 2013 Budget on December 5 at 7 p.m.
The Rico Fire Protection District meeting was held Nov. 12, the administrator David Kunz reported that the SAR and ambulance components of the 2012 Rico Center grant are almost complete. The rescue saw was purchased, Todd Jones and Benn Vernadakis will find the snowmobiles and the pending EMT-B class is under Old Business.
The Colorado Fire Relief Fund Grant was fulfilled and closed out on Oct. 31.
CORSAR fund update, following up from Todd Jones, Dave Kunz called Jerrod Gersch from Dolores County SAR. There is approximately $1800 of tier three money for SAR equipment from the State. Money can be spent on training, rope rescue equipment maps, first aid and electronic gear. The money will need to be spent by June 2013. Dave Kunz will keep in touch with Jerrod Gersch to find out when the Rico Fire Protection District can start purchasing items.
The FEMA/AFG grant update. This is an approximately $50k grant for new structural fire PPE. No word on the award yet.
As for the SWAHAC grant, the Southwest Council of Governments has taken over as financial agent for this grant, which is for new SCBA's. Mr. Kunz is in touch with Susan Hankanson at SWCOG and Lori Johnson. The purchase order for this equipment is being approved by the State DHS.t
El Pomar update, Dave Kunz will see if there is additional funding for wildland gear through the Denver Foundation or El Pomar now that the CFRF grant is closed out. The money would be for a red card class and additional PPE. There are general agreements that a Red Card/wildland fire class should be a priority for 2013. Fire Chief Todd Jones also stated that there was an upcoming meeting that would recap the 2012 wildfire season
Regarding the CDPHE/CREATE, this is a pool of money that could be used as a 50/50 match for EMS training or for an EMT class. Rico Fire Protection District must be submitting ambulance run data to the state in order to apply. Mr. Kunz says that he and Tyler Lapp have seen the data reporting system and that they will work on getting it implemented.
As for the Compliance and Recordkeeping, Mr. Kunz dropped the 1968 Ford tanker from the insurance policy. The County is covering the four-wheeler, so that does not have to be added.
